Uttarakhand’s SIR Drive Hits 98% Mark


Dehradun: Uttarakhand's Special Intensive Revision (SIR) programme has achieved a significant milestone, with 98 percent of enumeration forms distributed across the state, marking rapid progress in the ongoing voter list revision exercise. The update was shared by Additional Chief Electoral Officer Dr. Vijay Kumar Jogdande during a press conference held at the Secretariat on Wednesday.

Providing a detailed overview of the campaign, Dr. Jogdande said the large-scale exercise is progressing smoothly across all districts, reflecting the commitment of election officials and field-level personnel to ensure an accurate and updated electoral roll ahead of future elections.

According to the Election Department, more than 98 percent of enumeration forms have already been distributed, while a substantial portion of the collected forms has also been digitised. The digitisation process is being carried out simultaneously to ensure faster and more efficient updating of voter records.

Among the districts, Champawat, Rudraprayag, Almora, Chamoli, Pithoragarh and Pauri Garhwal have emerged as top performers, each recording more than 99 percent distribution of enumeration forms. Even in the districts with comparatively lower progress, the figures remain impressive, with Dehradun reporting around 95 percent distribution, Nainital 96 percent, and Tehri Garhwal approximately 97 percent.

In the digitisation race, Almora has taken the lead with 33 percent of forms digitised, followed by Pauri Garhwal with 25 percent and Pithoragarh with 23 percent. Other districts are also steadily advancing, with Nainital recording 4 percent digitisation, Dehradun 7 percent, and Udham Singh Nagar nearly 8 percent.

Dr. Jogdande stated that all districts have been instructed to complete the exercise within the prescribed timelines. He further informed that recognised political parties have already appointed around 22,900 Booth Level Agents (BLAs) across the state to facilitate the revision process. A meeting with representatives of political parties has also been scheduled under the chairmanship of the Chief Electoral Officer to review the progress and ensure smooth coordination.

Outlining the roadmap ahead, Dr. Jogdande said the distribution and collection of enumeration forms will continue until July 7. This will be followed by the reorganisation of polling stations within a week. The draft electoral roll will be published on July 14, 2026, after which citizens will be able to file claims and objections from July 14 to August 13. The disposal of claims and objections will take place between July 14 and September 11, while the final electoral roll is scheduled to be published on September 15, 2026, in accordance with the Election Commission's guidelines.

The Election Department has also introduced several technology-driven initiatives to make the process more convenient for voters. Citizens can now fill out their enumeration forms online through the ECI Net application. Additionally, the innovative “Book a Call with BLO” feature enables voters to connect directly with their Booth Level Officer through a single click. After booking a call through the Election Commission’s voter services platform or mobile application, the concerned BLO will contact the voter within two days.

In another voter-friendly initiative, the Election Department has made the 2003 electoral rolls available online. Dr. Jogdande said that voters can easily search for their names, voter serial numbers, and booth details using their Assembly constituency, personal details, or the names of their father or spouse. The search facility also allows users to locate records based on localities, streets, and neighbourhood names, making access to historical voter information easier than ever before.

Election officials believe the strong response to the Special Intensive Revision programme and the rapid pace of digitisation reflect Uttarakhand’s growing adoption of technology-driven electoral management. With nearly all enumeration forms distributed and digitisation progressing steadily, the state is on track to complete one of its most comprehensive voter list revision exercises in a timely and transparent manner.
