Uttarakhand Tops National Mining Reforms, Earns ₹200 Crore Incentive from Centre


Dehradun, November 20: Uttarakhand has emerged as the national leader in mining sector reforms, securing an additional ₹100 crore incentive from the Central Government under the Special Assistance Scheme for 2025–26. This latest grant, announced by the Ministry of Mines, recognizes the state’s outstanding performance in implementing reforms related to minor minerals. Combined with a previous ₹100 crore incentive received in October 2025 for ranking second in the SMRI index, Uttarakhand has now received a total of ₹200 crore for its mining sector achievements.

Under the leadership of Chief Minister Pushkar Singh Dhami, the state has undertaken sweeping reforms that have propelled it to the No. 1 position nationwide. According to the Centre’s office memorandum dated November 18, 2025, Uttarakhand successfully fulfilled six out of seven key reform criteria, demonstrating timely and effective implementation.

The state’s transparent and business-friendly mining policies have significantly boosted revenue, created employment for lakhs of workers, and benefited thousands of traders and entrepreneurs. Enhanced departmental management and policy innovation have made construction materials more affordable for locals and government agencies, while also strengthening the grassroots economy.

The Ministry of Finance, acting on the Centre’s review report, has approved the latest ₹100 crore allocation, citing Uttarakhand’s rapid progress and consistent reform efforts. Among the states evaluated—Nagaland, Jammu & Kashmir, and Uttarakhand—the latter was rated highest in performance.

Chief Minister Dhami stated that the mining sector has become a major revenue source for the state, with other states such as Uttar Pradesh, Himachal Pradesh, and Jammu & Kashmir now adopting Uttarakhand’s reform model. He highlighted the implementation of e-auction systems, satellite-based monitoring, and stricter controls on illegal mining as key steps toward transparency and environmental protection.
