High Court Issues Major Verdict: Green Signal for Teacher Promotions Stalled for Years

In a significant ruling that brings long-awaited relief to thousands of educators, the Uttarakhand High Court has delivered a decisive judgment on the stalled promotion process for LT teachers and lecturers in the state. Hearing multiple petitions on Thursday, a division bench directed the state government to grant promotions strictly on the basis of seniority and ensure that all service-related benefits are provided without delay.

Years-Old Promotion Battle Finally Moves Forward
Teacher associations had long demanded that vacant principal posts be filled through promotions rather than direct recruitment. Several teachers stated that despite decades of service—and in some cases even after retirement—they were never granted promotions they were entitled to.

Petitioners, including Trivikram Singh, Laxman Singh Khati and others, cited the Supreme Court’s Bhuvan Chandra Kandpal case, urging the High Court to intervene and deliver justice.

Court Pulls Up Government, Issues Firm Instructions
During the hearing held on November 31, the division bench reprimanded the state government and instructed it to complete the promotion process based on the finalized seniority list. The court also directed authorities to release all associated benefits with immediate effect.

The judgment has sparked widespread satisfaction and renewed enthusiasm among teachers across Uttarakhand.

Major Appointments in Higher Education Announced
Meanwhile, the Higher Education Department has issued permanent appointments to several professors serving in various government colleges, promoting them to the post of principal. Those appointed include:

  • Shairaj Ahmed (Chamoli)
  • D.N. Tiwari (Bageshwar)
  • Bachiram Pant (Haridwar)
  • Mrityunjay Kumar Sharma (Dehradun)
  • Harish Chandra (Pauri)

Primary Education Recruitment Process Accelerated
In primary schools, recruitment for assistant teachers (guest teachers) is set to begin soon for 1,649 out of the 2,100 vacant posts. The remaining 451 posts will remain on hold due to ongoing judicial proceedings.

With the High Court’s directive and fresh administrative actions, Uttarakhand’s education sector is set for significant restructuring and long-pending reforms.
