MDDA Launches Major Crackdown on Shimla Bypass; Illegal Plots Razed, Unauthorised Commercial Building Sealed
In a sweeping enforcement drive, the Mussoorie-Dehradun Development Authority (MDDA) on Tuesday intensified action against illegal plotting and unauthorised constructions, continuing its zero-tolerance stance on unregulated development across the region. Acting on the directives of Vice-Chairman Banshidhar Tiwari, MDDA teams carried out extensive demolition and sealing operations in the Shimla Bypass belt.
Under orders from Joint Secretary Gaurav Chatwal, multiple illegal residential structures and unauthorised land plotting sites were targeted. In Shriram Enclave, Mehu Wala Mafi—near the brick kiln—illegal plotting spread across nearly 10 bighas by Kamal Rathore and others was demolished. The operation was executed in the presence of Assistant Engineer Vijay Singh Rawat, Junior Engineer Jitendra Kumar, and field supervisors.
In another action, the Authority sealed an unauthorised commercial building in Rawat Mohalla, Balawala—near the Inter College—constructed by Sarveshwar Dutt. Assistant Engineer Pramod Mehra, Junior Engineer Manish Mehra, and supervisory staff oversaw the sealing.

Reaffirming the Authority’s uncompromising stand, MDDA Vice-Chairman Banshidhar Tiwari stated that illegal construction, plotting, or any form of unregulated development within MDDA limits would not be allowed under any circumstances. He added that the MDDA is promptly acting on every complaint received and has intensified inspections, field visits, and enforcement operations.
“The action on Shimla Bypass is part of our larger policy to ensure Dehradun grows in a planned, safe, and legally compliant manner. No individual will be permitted to bypass regulations, and stricter action will follow against violators,” he said.
Ongoing Drive against Illegal Development
MDDA Secretary Mohan Singh Barnia emphasized that the Authority is conducting continuous field inspections, and wherever illegal construction or plotting is detected, action is taken without delay.
“The demolition and sealing operations carried out today on Shimla Bypass are part of our ongoing campaign. We appeal to all residents and developers to obtain proper MDDA approval before initiating any construction work. Strict action against violators will persist,” he added, reiterating MDDA’s commitment to ensuring an orderly and regulation-bound development of Dehradun.
