Dehradun – Chief Minister Pushkar Singh Dhami on Friday highlighted the pivotal role of the Government of India’s PRAGATI portal in accelerating development projects and realizing the vision of Atmanirbhar and Viksit Bharat. Addressing a press conference organized by the Press Information Bureau (PIB) in Dehradun, Dhami said the portal has become a cornerstone of transparent governance and timely project execution.
Launched in 2015 under the Digital India programme, the PRAGATI (Pro-Active Governance and Timely Implementation) portal was designed to fast-track reviews, resolve bottlenecks, and address public grievances. “It ensures that flagship schemes and infrastructure projects move swiftly from planning to execution,” Dhami told reporters.
Projects Under Review
The Chief Minister informed that 42 projects worth ₹3.50 lakh crore are currently being monitored in Uttarakhand, including 15 high-value projects worth ₹1.22 lakh crore under the PRAGATI mechanism. Of these, 10 projects have already been completed, while work is progressing rapidly on 32 others. The portfolio includes:
• 19 road and highway projects
• 3 IT/ITES projects
• 3 power generation projects
• 2 railway projects
• One project each in agriculture, industry and commerce, education, health, and waste and water management
Key Infrastructure Initiatives
Dhami underscored the importance of the Rishikesh–Karnaprayag railway line, calling it a “game-changer” for tourism and pilgrimage in the Char Dham region. “Once completed, it will not only ease travel but also provide a strategic alternative route during monsoon disruptions,” he said.
He also expressed gratitude to Prime Minister Narendra Modi for the Delhi–Dehradun Expressway, which he said would boost connectivity for tourists visiting Rishikesh, Haridwar, Mussoorie, Dhanaulti, and Dehradun. Hydroelectric projects, he added, are being closely monitored through PRAGATI to ensure timely progress despite challenges posed by the Bhagirathi Eco-Sensitive Zone.
Financial Assistance
Highlighting central support, Dhami announced that the Ministry of Finance has sanctioned an additional ₹734 crore for Uttarakhand under the Special Assistance Scheme to States for Capital Investment (SASCI) 2025-26, along with ₹25 crore for urban land reforms. With this, the total allocation under SASCI for the current financial year has reached ₹1,806.49 crore.
“This financial assistance, inspired by the Prime Minister, will help make this decade Uttarakhand’s decade,” Dhami said, thanking PM Modi and Finance Minister Nirmala Sitharaman.
Vision for Viksit Bharat
Concluding his address, the Chief Minister emphasized that the PRAGATI portal is not just a monitoring tool but a driver of India’s transformation. “From roads and railways to IT and healthcare, the portal is ensuring that the dream of a self-reliant and developed India is realized on the ground,” he said.
