Gairsain, Uttarakhand March 9, 2026  Presenting the state budget on Monday, Chief Minister Pushkar Singh Dhami—also holding the finance portfolio—unveiled a distinctive framework built around eight core mantras, each derived from the letters of the English word SANTULAN (Balance). The approach, officials said, reflects the government’s attempt to ensure equitable progress across sectors while maintaining fiscal prudence.

The budget outlines a vision ranging from inclusive growth to a just and efficient governance system, with each letter of the acronym representing a thematic pillar.
